My name is Jo. It’s an ordinary name carried by someone who should have had an ordinary childhood leading to an ordinary life.
When I was eight years old my ordinary life changed……
My mother had married Keith Williams and when I was eight years my new step-father raped me. He continued to rape me for a period of seven years, until he had an affair and left my mother.
I never told. I thought I never would. He was gone. It would stop. I would never have to see, hear, smell or touch the monster that irrevocably ruined my ordinary life again. At fifteen years old I believed the nightmare I had endured at the hands of the monster that had infiltrated our lives had finally ended. Completely unaware of how long my nightmare would, in fact, continue I tried to return to my ordinary existence.
And then he returned to my town. I was an almost ordinary woman at that point, although I still struggled with my past and what this man had done to me. I now fully understood what this monster had done to me. Taken from me. So I told. And when I told something I never expected to happen, happened. There were others like me. Other victims he had abused in the same way he abused me. They came forward and he was charged.
He was found guilty of five rape offences and one indecent assault. The trial judge compared him to Fred West, such was the heinousness of his crimes against me and each and every one of his other victims. The experience of the trial, for me, was as traumatic as the offences he committed against me, and in a state of trauma I never fully grasped the implications of his sentence. It would take me many years to realise this.
In 1999 Keith John Williams was sentenced to 5 life sentences to serve a minimum of 12 years. And that was the bit I never understood. Minimum of 12 years. And nobody within the criminal justice attempted to ensure I understood. So when last year my Vicitm Liaison Officer contacted me to tell me that Williams had secured a parole hearing I began to unravel again. Thrown straight into shock and trauma I tried to comprehend how someone who had been given five life sentences could possibly be released after little over 12 years.
I was informed I could present a Victim personal Statement, and I did. I was told i could request that the statement should not be disclosed to the offender so I did. My decision to attempt non disclosure was not difficult me. Williams had contacted me toward the end of his sentence to tell me “It wasn’t over yet” and that he “would see me soon”. the fact that this monster was taunting me left me in fear.
I was granted non disclosure and my relief was immense, though the lead up to his parole hearing had still had a great affect on me. I wasn’t eating or sleeping properly. I lost weight. I was prone to tearful outbursts. And angry outbursts. And hours of confusion that left me bewildered. Nobody attempted to offer me any independent support to help me through a time that was fraught with anxiety. I was left to simply get on with it, and I tried to get on with it without much success. My emotional state was not only affecting me but those that loved me and those that I loved.
In November last year I was contacted and told that his parole had been denied. And that not only was his bail denied but that he had been moved back to secure conditions. Pleased, the wrong word but the only one I can think of to describe my feelings at this news, with the result I was angry that in two years time he would be entitled to apply for another parole hearing, and I saw a future where every couple of years I would have to engage in another traumatic hearing. How wrong I was!!!!

First crime to my knowledge was 1976 he and 3 mates abducted a 14 yr old at knife point and violently raped her .. they went to court in buxton in 1976 and recieved a fine the family moved through shame and came here
1978 h met mum married year later he was a “plausible” character when required . After they were married the vicious violent rapes occured inviting accomplices to participate in rapes and filming beating and other children on occassions brought to the pub i recall one vividly every night her eyes burn my soul 🙁 misunderstood action lead her too look upon me with fear .. this violence escalated my body and mind becoming almost separate entirely at times the physical pain at time would cause disassociation. He threatened me into silence and bruised me in places that wouldn’t be noticeable he tried to drown his OWN son threw him up walls and set him up for a pretend robbery all to keep me silent THIS MAN IS SICK he poses happily with prison guards and HIS daughter oh how proud the daughter (nee cross) is of daddy.

Williams was likened to Fred West by the Judge that sentenced him in June 1999. The judge said ‘LIFE’ for each of the five cases of Rape & 1 of Indecent Assault, committed against a child from the age of 8. Williams also had charges of witness intimidation, against his victim & her family.
Previous to these charges Williams had a conviction for abduction & rape at knifepoint of a 14 year old girl. He received a fine!
He also has 3 current different victims with pending cases of violent rape that are “lying on file”.
On sentencing Williams with life sentences in June 99, the judge stated a minimum 12 years, believed by all to mean for each life sentence, I.e. 6 of, this became 5 life sentences for reasons unknown, press reporting wan’t word for word so mistakes in newspaper articles happen. His victim has lived in fear since learning after only a few years Williams was moved to an open prison & allowed days & nights out. Now after only 14 years this Predator is being allowed a parole hearing. How is this so?

The Victim & her threatened family were assured by the victim’s liaison officer that Williams must show remorse, before being considered for parole. Here is where William’s remorse is contradicted;
* While in prison Williams as made contact & issued threats against his victim & her family
* Rang the victims family house .
* Sent cards & messages saying “see you soon”, which the police deemed as a ‘direct threat’.
* Make another contact that still under review so can not be mentioned but we feel its severity need redressing!
It is believed That Williams will be granted his freedom, how does a predatory paedophile serve only a 1/3 of the original sentencing? How do 6 life sentences become 14 years? When will someone realise this is a remorseless dangerous rapist, a paedophile that will not be rehabilitated & will offend again, who will be held responsible when he does?
Jo’s MP, Heather Wheeler, said last night that the case was a ‘catalogue of errors’, adding: ‘It was absolutely clear when it came up at the last parole meeting that he should not be released. But now a simple error in the paperwork has changed all that…this shouldn’t be able to happen.’
Peter Cuthbertson, of the Centre for Crime Prevention, also hit out at the decision, saying: ‘It is astonishing that even child molesters serving multiple life sentences are being granted early release.
‘We need far more realistic decisions to be taken by parole boards. For criminals like this, life must mean life.’
