{"id":3766,"date":"2015-04-23T11:53:47","date_gmt":"2015-04-23T11:53:47","guid":{"rendered":"http:\/\/news.truthjuice.co.uk\/index.php\/county-health-board-wants-more-answers-on-columbia-falls-aluminum-site\/"},"modified":"2015-05-31T17:06:09","modified_gmt":"2015-05-31T17:06:09","slug":"county-health-board-wants-more-answers-on-columbia-falls-aluminum-site","status":"publish","type":"post","link":"https:\/\/news.truthjuice.co.uk\/index.php\/county-health-board-wants-more-answers-on-columbia-falls-aluminum-site\/","title":{"rendered":"County health board wants more answers on Columbia Falls Aluminum site"},"content":{"rendered":"<p>When it comes to cleanup talks for the closed Columbia Falls Aluminum Co. smelter plant, gathering more information about contamination is the stated goal of government agencies and the plant\u2019s owner, Glencore.<\/p>\n<p>But sharp discussion at the April 16 meeting of the Flathead City-County Board of Health shows there\u2019s less agreement about whether the Superfund process is the best way to get that information.<\/p>\n<p>Rob Parker, a site assessment manager at the Environmental Protection Agency\u2019s Region 8 office in Denver, recapped previous investigations at the plant for the board.<\/p>\n<p>Sampling conducted in fall 2013 found evidence of groundwater contamination from spent potliner and fluoride sludge beneath the CFAC property, Parker said. About 70 samples were taken up-gradient and down-gradient from suspected sources, mostly older landfills and percolation ponds.<\/p>\n<p>Detected levels of cyanide from spent potliner, fluoride and some heavy metals were three times higher down-gradient from sources and also above maximum contaminant levels for drinking water supplies, Parker said. That\u2019s considered an \u201cobservable release,\u201d he said.<\/p>\n<p>Sediments in the Flathead River at the edge of the plant property had detectable levels of cyanide, fluoride and some heavy metals, and Cedar Creek had detectable levels of cyanide, but both were below the maximum contaminant level, Parker said.<\/p>\n<p>The EPA also sampled water from domestic wells used by residents in Aluminum City and north of Aluminum Drive. Two wells had detectable levels of cyanide which were below the maximum contaminant level, Parker said. The EPA re-sampled 20 domestic wells in April 2014 and 10 in November 2014 and did not detect any contaminants, he said.<\/p>\n<p>\u201cSo after three rounds of investigation, we know quite a bit about the site,\u201d Parker said.<\/p>\n<p>Parker pointed out that there are \u201clots of unknowns,\u201d and the EPA doesn\u2019t know the extent of the contamination underground.<\/p>\n<p>\u201cWe don\u2019t if there\u2019s a plume of contamination,\u201d Parker said. \u201cThere\u2019s a need for more investigation.\u201d<\/p>\n<p>Parker also noted that while the Superfund listing proposal is in the public comment stage, EPA officials need to be careful about what they say.<\/p>\n<p>\u201cWe can\u2019t direct the process,\u201d Parker said, suggesting board members send their questions and concerns to the EPA as part of the public process.<\/p>\n<p>That didn\u2019t sit well with board member Dr. David Myerowitz, who wanted to know if the public\u2019s health was endangered by contamination from the smelter site.<\/p>\n<p>\u201cYou should have these answers now,\u201d he said.<\/p>\n<p>Parker explained that detectable levels at the CFAC site did not warrant an emergency response, and any further investigations would come after the site was put on the Superfund list.<\/p>\n<p>Flathead County Commissioner Gary Krueger was critical of that process.<\/p>\n<p>\u201cI question why we designate the plant as a Superfund site and then go on to prove how much of a Superfund site it is,\u201d he said.<\/p>\n<p>Myerowitz pointed out the lack of \u201cconsistency\u201d in the results of sampling on domestic wells near the CFAC site.<\/p>\n<p>He also wanted to know why the EPA got involved now and why the site needed to be placed on the Superfund list.<\/p>\n<p>\u201cIf the plant was still running now, then no one would have rung the bell,\u201d he said.<\/p>\n<p>Parker explained that, like many industrial plants, CFAC operated under a discharge permit from the Montana Department of Environmental Quality that governed surface water. He also said he knew of no instances where CFAC violated its permit.<\/p>\n<p>Myerowitz pressed on. He acknowledged that groundwater beneath the plant was contaminated, but he wanted to know if contamination had reached the Flathead River.<\/p>\n<p>\u201cI\u2019m on the health board,\u201d he said. \u201cI\u2019m not a \u2018greenie.\u2019 I\u2019m not trying to clean up the earth.\u201d<\/p>\n<p>Krueger said he prefers to rely on science and numbers, and he expressed concern about how a Superfund listing would impact the Flathead\u2019s important tourist economy.<\/p>\n<p>\u201cWhen I hear people ask, \u2018Can I swim in Flathead Lake?\u2019 \u2014 it scares me,\u201d he said. \u201cI\u2019m really nervous about what I\u2019m hearing here.\u201d<\/p>\n<p>Myerowitz responded harshly to Krueger\u2019s comment, noting that as a health board member he was concerned about public health.
